The bolts from the inside of the axle pointing towards the hub- what are those for? Brake flange possibly?

The bolts you referenced on the Trailer Axle Beam with Easy Grease Spindles # e33GR are indeed for the brake flange. Most axles will not come with these so you'll typically need to source them separately. If you're looking into replacing an axle then you'll need to know the capacity needed, the hub face to hub face measurement, and spring center to spring center.

The capacity of the axle is typically on a sticker (axle tag) on the axle but you can also use the GVWR to guess what the capacity is, within reason. The hub face to hub face measurement is from the point where the wheel touches the hub on one side to the other side. The spring center measurement is from the center of one trailer frame beam over to the center of the other beam.
