Should Protective Cover of Bulldog Winch Rope Shackle Be Used

What is the point of the abrasive protective cover on the soft shackle if its off to the side of the attachment points as in the video? Are these made in the USA?

The guy in our demo video for the Bulldog Winch Rope Shackle part # BDW20311 must not have noticed that the protective cover wasn't in the right spot but it is designed to be slid to wherever pinch point would be to protect it from failing early. This is not made in the USA.
