I would say that is not normal, unless you have just installed new brakes, and they have not yet been properly bedded.

If the brakes are not new, You should be able to get the brakes to lock up by raising the gain setting. Since the brakes are not locking up, this is usually an indicator that your brakes may need some adjusting. Our rule of thumb is that the brakes should be adjusted so that your can turn the wheel by hand, but it will not spin freely. If they need to be adjusted, you can remove the rubber plug on the back of the brake assembly and move the adjustment screw using a brake spoon or screwdriver.

All of that said, there are some cases where the brakes will not fully lock, no matter what you do. In these cases just use the highest gain setting that you feel comfortable with and it will have to do.
