Does the powered retractable tonneau cover allow you to open the tailgate without opening the cover at all?

Yes, the Pace Edwards UltraGroove Metal Retractable Hard Tonneau Cover # 311-KECA04A26 would not require you to open it just to open the tailgate. In the attached video below you can see that the cover is closed and the tailgate gets closed up against the cover's gasket to prevent water from getting into the bed.
