Do Trailer Safety Chains Need To Hook Onto the Vehicle a Certain Direction?

Hi, what is the proper direction orientation to connect the safety chain hooks on the vehicle? Hook point down or up? Thanks

When connecting Safety Chains # RP49151 I prefer to place them on with the opening facing down. While this is not a requirement since it has the retainer I do this in the event the retainer fails the chains would be less likely to fall off the vehicle hooks.
