Have you tried a different trailer to see if it's either the trailer or the truck? If not, and you have access to a trailer, I'd suggest trying that as well.
The other thing you can check is the connector on both the truck and trailer. Since you've already gone through your wiring and didn't see anything, you can move on to something else. The main thing to look for when you're checking out your connectors is any debris or corrosion build up.
If there is any, I recommend cleaning them out and checking again. If there is no corrosion or anything like that, then the last thing you'll need to do is test the brake controller. You'll need to cut the blue brake output wire coming off of the brake controller a few inches from the P3 and use a circuit tester to see if there is any power pulsing.
If there is, then you'll know that the issue is somewhere between the brake controller and the 7-way in which you'll just need to hunt for the broken or damaged wire.
