I have confirmed with my contacts at Westin and the # 31012, that you referenced is confirmed as a fit for your 2004 Dodge Dakota Quad Cab, as long as it is an R/T, SLT or base model. According to my contact the exclusions regarding bumper fit on the Dakota quad cabs begins for the 2005 model year.

This bumper is designed as a custom fit and direct replacement of your original bumper. It has a towing capacity of up to 3,000 pounds, and a tongue weight capacity of 300 pounds. It will accept a trailer ball with a center shank of 3/4 of an inch.
