Can a layer of spray foam insulation be sprayed on the heat pad after installation ?

The manufacturer does not recommend using spray foam over the ThermaHeat RV Holding Tank or Step Heater Pad w/ Thermostat # 277-000163 as it can can potentially affect its function and may interfere with the surrounding wiring as well.
