Can The Per Bike Capacity Of The Swagman Chinook Be Increased If Only Hauling One Bike

The rack is rated for 45lbs per bike. If only carrying one bike, can the weight be over 45lbs, so long as it is under 90 for the rack as a whole?

No, the 45lb capacity of the Swagman Chinook Bike Rack for 2 Bikes # S64683 is per bike and overloading the cradle can lead to damage to both the rack and the bike.
Saris does have an alternative option with the Saris Freedom Bike Rack for 2 Bikes # SA4412B, which has a 60lb per bike capacity (35lbs per bike when using a Class I hitch). It has the same mounting style and capabilities to fit both a 1-1/4" and 2" hitch just like the Chinook. The maximum tire width is a bit smaller at 2.25", so you would need to get the Fat Tire Adapter Kit for Saris Freedom Bike Racks # SA4419 if you have larger tires.
