Can I put a 175/80/r13 tire on a 12 inch 4 lug rim?

No, you would not be able to put a 13" tire on a 12" rim. If you are wanting to switch from 12" to 13" tires, you will also need to get larger rims designed to be used with 13" tires. 13" rims are not only larger in diameter, but they are also wider.
Since you have a 4-lug pattern, you would need something like the Loadstar ST175/80D13 Bias Trailer Tire with 13" Galvanized Wheel # AM3S130. This would upsize both the tire and wheel to 13".
