Can Electric Brakes be Added to Trailer That Does Not Have Brakes Already

Can a trailer fitted with a breakaway brake system be fitted with electric brakes?

Yes you can absolutely add electric brakes to your trailer. You're going to first need to switch to a hub and drum assembly like the Trailer Hub and Drum Assembly # AKHD-545-35-K which will work with 3,500 lb axles with # 84 spindles. You are going to also need to make sure you have a brake mounting flange or else you'd need to get new axles.
