Question:
Are the two bolts at the bottom of air bag supposed to be tight as mine are loose and can not be tightened as they are too long?

It sounds like you're talking about the guide bolts on the bottom of the 5th Airborne Premium Fifth Wheel Air Ride Coupler. As long as they are tight in the air bag itself that is normal. They are designed to be free moving in the bottom plate and guide the bag. As long as these bolts are tight within the bag itself, and the top mounting bolts are secure holding it in place, you won't have an issue.
