What Way do the U-Bolts Get Installed on an Older B&W RVK3000 5th Wheel Hitch

I HAVE A OLDER B W HITCH 2010 WITH HITCH BARTO THE UNDERNEATH SIDE WITH U BOLTS. DO THE U BOLTS FACE THE CAB?

It sounds like you have the older B&W RVK3000 5th wheel hitch. That was discontinued awhile ago, but I was able to track down some information. You should install the u-bolts from the inside of the base out, so the u-part of the u-bolt should be inside of the base with the 2 leg parts of the u-bolts coming out towards the cab.
Should you ever need to upgrade the base because the hardware is broken, missing or anything else, you can do so pretty easily by getting the Replacement Base for B&W Companion 5th Wheel Trailer Hitch # BWRVB3500. The head from your RVK3000 hitch will fit the # BWRVB3500 base.
