Should Trailer Shackle Bolts be Driven all the Way Past Splines

Question:

I recently installed a set of heavy duty shackles along with new greaseable spline bolts on my 5th wheel camper suspension. I have a question about the spline bolts in the spring hangars. On a couple of my hangars the spline bolts are snug but they can rotate because the splines aren’t catching inside the hole. Should I remove these bolts and drive them in from the other side to try to get the splines to catch or is it ok to leave them like they are?

You'll want to drive the bolts all the way in as they may drive in over time which would then create too much slack in the setup. So getting the bolts all the way in and tightened appropriately would be your best option.
