step will not go in 38 series have 12 volts to red wire and good ground

Since you have 12v to your motor, that would indicate that you at last have power to the motor, and is likely not the issue, and that the issue is likely with the linkage.

To fix this, you'll just have to replace it with the Replacement Gear Box and A Linkage for Kwikee Electric RV Steps # LC379160.
