Will the Saris SuperClamp's Pivoting Arms Rotate Low Enough to Miss the Rack on a Aventon Pace 500?

Hi, I have an Aventon Pace 500 step through e-bike with a bike rack attached to it. Will this bike rack be able to adjust the arm mechanism to go below the rack attached to my bike to be able to secure a hold on the rear tire? Thank you.
