Troubleshooting Trailer Brake Controller Turning On When Vehicle Headlights Turn On w/o Trailer

when i turn on my headlights manuely my trailer brake light controller goes on, and the trailer is not connected

It sounds like whoever installed your trailer brake controller wired something incorrectly.
You'll need to confirm that the controller is wired as follows:
Black wire to 12v constant power with 20-30 amp circuit breaker
White wire to ground
Blue wire to trailer brake output pin on 7-way connector
Red wire to stoplight switch above brake pedal
It sounds like the black wire is hooked up to the incorrect wire, so you'll want to use a circuit tester # PTW2993 to check that it's power wire is always getting 12v power. If its not you'll need # 5506 to run a constant 12v circuit and circuit breaker.
