What is the inside distance on the mounting clamps on the yakima jaylow kayak rack

The Yakima JayLow Kayak Roof Rack w/ Tie-Downs # Y04073 can accommodate up to a 3-1/2" wide by 1-11/16" tall crossbar so if your bars are bigger then this won't work for you.
There are a couple other measurements I've included in a diagram for you to check out as well if you're interested.
