Can Less Mounting Bolts Be Used To Move A Pin Box Lower On The Mounting Ears For More Clearance

Can you a Rota Flex so there is only 2 bolt per side. With the top 4 bolts I only have 4 inches between the truck bed.

No, you would need to maintain the same number of bolts used to mount your Trailair Air Ride 5th Wheel Pin Box # LC155943 as the manufacturer has installed. If your mounting ears aren't able to accommodate a shift down and still keep the same amount of mounting bolts then the only other way to increase the clearance between the bedrails of your truck and nose of the trailer would be to increase the height of your 5th wheel hitch.
If this pushes your trailer too far nose high then you can adjust the trailer's height as well with a system like the Correct Track Trailer Alignment and Lift Kit - Tandem Axle # RR23QX to level it back out.
