Why Doesnt Proportional Brake Controller Send Full Power to Brakes With Vehicle Still
Question:
I have my controller set to 4.0 when I push on the brake peddle the display says 1.3 when I use the manual control lever the display reads the actual setting. Any suggestions?

It sounds like you have a proportional controller like the Curt TriFlex NEXT # C24VV you were looking at. These types of controllers have a sensor that can tell when the vehicle is in motion or not. This means if you're sitting still the controller won't send full power back to the trailer brakes because that sensor knows the trailer brakes don't need that much power.
The manual override just pulls straight power from the battery and sends it to the trailer brakes which is why it doesn't rely on the sensor.
