Can the Locktite Sleeve Retainer 640 be used on a International Tractor with a 966 Diesel Engine

Should we use green LOCTITE on the counterbore area at the top of cylinder sleeves and if so why? is this standard practice?

I have spoken with my contacts at Locktite and they have informed me that the Locktite # LT37424 is rated for use on cylinder sleeves. Additionally, there are 2 conditions that have to be met before you consider using this product.
1. That there would be no oxygen contact with the Locktite product.
2. There has to be metal to metal contact.
I believe this might be the case for your situation, but I am not sure if it is applicable on the counterbore area. Locktite is applicable for use for the spacing between the cylinder sleeves and the block on your tractor.
