According to Thule, the maximum recommended top speed when using the Self-Tensioning Low Profile Snow Chains is 50 KPH, or about 30 mph. The chains will fit the tires on your HHR.
I found an online copy of the owners manual for the 2008 HHR, and saw that Chevy does not recommend using tire chains, so I would recommend consulting your Chevy dealer for a clarification.
I have linked you to an article about tire chains that you might find helpful.
