Our usual source for flat towing procedures for a given vehicle did not have any information about dolly towing a first generation RAV4, due to the age of the vehicle. However, Roadmaster was able to provide me with some general information. If the vehicle is front wheel drive (FWD), it can be dolly towed. If it is rear wheel (RWD) or all-wheel drive, (AWD) it cannot be dolly towed.
I would recommend checking with your Toyota dealer to see if they have any recommendations.
