Troubleshooting Voltage Issues When Installing An Atwood RV Air Conditioner System

AT15028 when i connect the 12v red and black wires to the 12v source vooltage s from 12 to 1 1/2 volts

I've experienced this before when I was installing a roof vent and trying to tie it into the switch for the bedroom I was putting it in. The ground wire ended up being the issue and I had to run the wire out to a different ground and then back to the switch to fix it. It doesn't sound like you have them reversed since it's dropping down to 1.5v so you most likely just have a weak ground that you're connecting to. I recommend running a new wire for your ground to the frame of the trailer just to rule it out.
I've also attached the wiring diagram below for the Atwood Air Command RV Air Conditioner System # AT15028-22 so that you can make sure you're making the correct connections. Let me know if fixing the ground doesn't solve the issue and we can keep troubleshooting.
