With the 2 adapter are the bolt threads in the adapter are the vehicle receiver?

The threads for the anti rattle hitch pin are in the shank of the bike rack and the threaded hitch pin extends through the receiver to engage the threads in the 1-1/4 inch shank. The 2 inch adapter is positioned so that the hitch pin threads into the 1-1/4 inch shank and extends through the adapter on the opposite side.
