Can Roadmaster High Low Adapter be Used with Weight Distribution

Can I use this hitch adapter with a weight distribution hitch?

The Roadmaster High Low adapters like the # RM-077-8 that you referenced can not be used with weight distribution as they aren't rated for use when towing trailers. Only when flat towing vehicle which do not have tongue weight.
If the goal was to have a second hitch opening to allow for use of a weight distribution system and carry a bike rack we do have the Lippert Jack-It part # LC429756 which attaches to the mounting bracket of the trailer jack and carries a bike rack above the trailer hitch.
