Is There Range Where Frame Brackets of Curt Weight Distribution Can Mount
Question:
Im looking at CURT 17499 and it looks like the mounting brakets are supposed to be at 27inch from the center of the ball. Can they be mounted at 25 1/2inch or does it have to be 27inch or more

There is a 2 inch range where the frame brackets of the # C17499 can mount on the trailer actually so you should be fine. When picking the correct location you want to attach the head to the bars and then mount the brackets 4-6 inches back from the end of the bars.
