If you're sitting still when hitting the brake pedal with a proportional controller like the Tekonsha Prodigy P2 # 90885 then that would be why you aren't seeing any voltage. Proportional controllers use inertia to sense the speed at which the vehicle is slowing down and it applies that much pressure to the brakes. Since you're sitting still it is "reading" that your trailer doesn't really need to have the brakes applied.

As long as you're getting power when you use the manual you'll be good to go. Just be sure to follow the instructions for the brake controller and properly test it out prior to towing in a real scenario.
