Will this fit a 3500 lb lippert axel with 12 inch wheels?

The Electric Trailer Brake Kit - Self-Adjusting part # AKEBRK-35-SA will work great with a Lippert 3,500 lb axle. That said, I'm a bit confused on the wheel size you said you have as nearly all hubs we offer for this size axle require at least a 13" wheel. I'm not sure why you have such small wheels but they will need to be upgraded to use these brakes and subsequent hubs, the Easy Grease Trailer Hub and Drum Assembly part # AKHD-545-35-EZ-K.
I recommend the Karrier ST175/80R13 Radial Trailer Tire w/ 13" White Wheel part # AM31951.
