Will Rackem Wheel Lock # RA-25 Fit Two Wheels At The Same Time On A Tandem Trailer

Can one of these cover two tires at the same time on a travel trailer?

I pulled a Rack'em Magnum Wheel Lock, part # RA-25 from our warehouse and tried it out on a couple of tandem trailers we have here. I tried to attach the lock to a tandem trailer with 14 inch tires on it. It is designed to really be used on one wheel at a time. The distance between the tires was almost 7 inches and the lock was unable to clamp to both wheels at the same time. I have attached a photo of the lock system that shows the width of the bar that separates the locking arms. Note that this distance is 2-7/8 inches.

I tried it on a trailer with 15 inch wheels and tires and although the distance between the tires was shorter at 5 inches, the lock would not secure when trying to lock the two sides together.

The design of this lock system is that one side will fit wheels that range from 12 to 15 inch wheels and the other side fits wheels that range from 15 to 17 inch.
