Should There Be Voltage On The Brake Output Wire When Not Connected To A Trailer
Question:
I have a tekonsha p2 ,should I have any voltage at the 7 pin connector without a trailer hooked up ?

The brake controller wire in your 7-way should only show 12v power when the Tekonsha Prodigy P2 Trailer Brake Controller # 90885 sends it out via manual override or by depressing the brakes. You may read a volt or two when it's not in use, but that's still normal and is how a brake controller communicates with the trailer to sense when it's connected.
