The Viking Solutions Rack Jack II Hoist w/ Winch - 2" Hitch Mount # 310-VRJ001 you are looking at has a weight capacity of 300 lbs and will help out greatly since a full 100 lb propane tank only weighs in at about 170 lbs.
The nice thing about this hitch mounted lift system is it's portable so you can use it in a variety of circumstances and you aren't limited to a fixed system.
If this doesn't quite fit your needs please let me know how exactly you're wanting to use the winch (in what circumstances) so I can make a more accurate recommendation.
