Does The Pipe Insulation On The Camco RV Heated Drinking Hose Prevent The Hose From Kicking On?

If I use the black pipe insulation on the length of the blue hose, will that prevent the hose from kicking on?

I spoke with Camco in regards to the Camco RV Heated Drinking Water Hose for Cold Weather # CAM22903, and they confirmed that the pipe insulation will not prevent the hose from coming on.
Additionally, it is recommended to use the pipe insulation if you are in an extreme weather area.
