The Thule Passage 2-Bike Trunk-Mount Carrier you referenced, part # TH910XT, fits both the sedan and touring versions of the 2011 Hyundai Elantra. For reference I have linked you to an installation video showing this carrier in use on a 2013 Elantra.

Thank you for providing your bike handlebar width of 26-inches. Although this is a wide handlebar spread (fairly typical of beach cruiser type bikes) the height of this carrier when mounted on your vehicle will allow the bars to clear the rear of the Elantra. You may find that you prefer to use the outer set of cradles on the Passage 2 for this bike to give it the most possible clearance to the rear of your vehicle.

Please note that since your bike is a womens design it may not have a main horizontal top frame tube (my research shows the Sun Cruz womens bikes have a step-through frame). This means that you will need a bike adapter bar such as the Thule # TH982XT to enable loading this bike on the Thule Passage 2 carrier.
The adapter bar attaches between the seat and handlebar posts to provide a level horizontal mounting surface to mate with the carrier arms. This keeps the bike level to maintain safe ground clearance. I have included a brief video to illustrate use of this item.

The Thule Passage 2 carrier does not include locks, but we do offer a passive security strap from Thule, part # TH533, that wraps around the carrier to secure it to your locked trunk or rear hatch.
