When flat towing a vehicle there are five essential items, base plate kit, tow bar, safety cable set, tow bar wiring, and a supplemental braking system.
The base plate for your 1993 S-10 2WD pick-up is the Roadmaster Base Plate # 107-1. This base plate has fixed bars and will fit the Roadmaster Tracker Tow Bar # RM-020 that you referenced. Along with the base plate and the tow bar is the Roadmaster Tow Bar Quick Disconnect # RM-201 which makes removing your tow bar from your S-10 quick and easy.
For the safety cables, I recommend the Roadmaster # RM-643. These cables work really well because they are 68 inches long and are coiled which prevents dragging.
Depending upon how much you will be towing your S-10 is how you can decide what type of lighting you would like to use. I have attached a FAQ article that can help you determine what lighting/wiring will work best for you.
Finally, most state require that you have a supplemental braking system on any vehicles being flat towed. The Roadmaster Even Brake # RM-9400 is the easiest to install and use. The Even Brake activates the brakes on the vehicle being towed in proportion to how much the RV is braking. Even if you are not flat towing behind a RV, most states still require this system. I have attached a FAQ article covering supplemental braking systems as well.
Please check your owners manual for any additional information they have regarding flat towing your S-10. Some vehicles require an axle disconnect, drive line disconnect, transmission lube pump, or free wheeling hubs in order to be flat towed.
Lastly, I have attached a FAQ article that covers basic flat towing.
