When measuring a trailer leaf spring to pick out a replacement you'd need to measure from spring eye center to spring eye center with no weight on the spring. For example, the Dexter spring part # 072-017-00 would be correct replacement if the axle was a 2,000 lb axle and the measurement was right at 20-1/4 inches. You do need to factor in a bit of spring stretch since they tend to flatten over time. Around 1/4 inch is about correct.
