Will Yakima OnRamp Fit 2015 Subaru Outback Wagon and Fold Up with Bumper Clearance

When not in use, will the Y35FR fold up without hitting the vehicle on a 2015 Subaru Outback?

Yes it will fold up and clear the bumper and here's why: When the Yakima OnRamp Bike Rack for 2 Electric Bikes # Y96FR that you referenced is folded up there's 5 inches from it's hitch pin hole to the nearest portion of the folded rack. When we've installed hitches on 2015 Subaru Outbacks like yours with the Draw Tite # 76227 we found that there was a 2-1/2 inch distance between the pin hole and rear bumper edge so you'd have 2-1/2 inches of clearance.
