There are a few things that you can check on your Hydrastar Electric Over Hydraulic Actuator for Disc Brakes # HBA16 to determine why your unit is running but not building pressure.

First, I would make sure that your actuator is properly grounded. This ground needs to be on the vehicle, not the trailer and will need to be on a clean rust free surface.

What you can do next is test the unit by using a 12v battery to put power directly to your unit. You'll need to disconnect it from the tow vehicle and the breakaway system so that it is isolate from any other power source. Then, connect the white wire to the negative terminal on the batter, and the black wire to the positive terminal.

From here, the motor shouldn't run, however if it does then that's an indication that there is an internal problem and this unit will either have to be replaced or repaired by HydraStar.

If it doesn't run like it's supposed to, then you'll want to leave the white wire connected to the negative terminal but this time connect the blue and black wires together to the positive terminal. The unit should begin to pressurize at this point, however if it does not then again that is another indication that there is an internal problem and it will need to be replaced/repaired by HydraStar.

If all that checks out okay, then the issue is going to be coming from the trailer wiring or the brake controller. Ensure that your brake controller is set to electric over hydraulic mode and/or make sure it is compatible with the HydraStar actuator.

If you still are having issues at this point feel free to come back and we'd be happy to go farther into troubleshooting.
