Expert Reply:

For a tandem axle trailer, the brakes should be on the front axle if you are only putting them on one of the axles. I highly recommend putting brakes on both axles to get the proper stopping power, but whichever way you decide to go, the correct fit for electric trailer brakes on 3,500 lb axles are the following:

- Dexter Electric Trailer Brake Kit - 10" - Left and Right Hand Assemblies - 3,500 lbs # 23-26-27

The # 23-26-27 come with all of the mounting hardware needed for install as well so you don't have to make any other purchase. As for the leaf springs, no there is not a difference they should be the same size.
