No, there is not a way to add the integrated cable lock that the Thule Spare Me 2 Bike Rack # TH963PRO has to the Thule Spare Me model 963.
Your best option would be to use a cable lock like the Thule Cable Lock w/ One Key System Lock # TH538XT. This cable lock would provide you with the same ability to match the lock cores like with the integrated lock, but it would not be integrated into the rack.
