Question about the Lockrack products. I have a 2022 Hobie Outback. It seems the preferred setup, by Outback owners and Lockrack website, is the Lockrack Universal X with the XL arms, Us this setup available with etrailer? Thank you.

Yes, the Lockrack Adjustable XL Watersport Carrier part # LR54FR is what you're looking for as it has the universal mounting hardware with extra long arms so it will be great for a Hobie Outback Kayak. Please note, you likely won't be able to use the center section that holds the two pads together due to the width of the kayak but this is allowed.
