what gauge wire is in this cord? Will I get at least 28 amps at the working end of the cord when plugged in to a good power source, or something less?

The Camco Power Grip RV Extension Cord w/ Pull Handles # CAM55191 is made from 10 AWG wire, and can be used to support up to 30 amp applications; So with you needing 28-amps, it'll work just fine.
