What gear shift should you use to tow a 2000 Hond Accord behind a RV?

According to page 294 of the online owner's manual for your 2000 Honda Accord you can tow your vehicle with a tow bar and all 4 wheels on the ground but you'll need to leave your key in Accessory mode and unplug the radio or anything else plugged into that accessory power to prevent your battery from draining.
If you have a manual transmission you need to take the parking brake off and shift into neutral but if you have an automatic you need to release the parking brake, start the engine, shift into D4 then to neutral, and then turn off the engine. I do recommend checking this against what's in your owner's manual or with your local Honda dealer for confirmation.
To flat tow your Accord I recommend using the following parts:
