Does the Demco ss kar dolly have a breakaway system on it? If not can one be installed on it?

Yes, the Demco Kar Kaddy SS Tow Dolly item # DM9713045 does include a breakaway system. The included breakaway lever activates the tow dolly's brakes should it disconnect from your RV.
I have attached a picture below that will show you a better view of the breakaway cable you will need to attach to your RV's safety chain loop.
