What Lippert SolidStep Fold-Down Steps Will Fit a 31" and 36" Entry Height

on a threshold height for the LC791575 steps I get a measurement of 36inch to the ground but to the top of cement pad I get like a 31inch measurement will the legs move up enough for steps to sit on the cement pad
