The Valterra RV Waste Valve # T60 you referenced has a hub fitting to fit over a pipe with a 3" outer diameter. 3" Schedule 40 PVC has an outer diameter of 3.5" so it would not fit in the hub of the # T60. Another issue you will run into with mix and matching PVC and ABS plastic is that the cements used for these two material types are different so you could potentially have a weaker bond between the pipes.

I recommend picking up 3" ABS pipe and some ABS cement # 3447530889 for proper fitment and joint strength.
