The best e-bike rack for your 2019 Subaru Outback Wagon is going to be the Yakima OnRamp Bike Rack for 2 Electric Bikes item # Y36FR. This bike rack fits 2" hitches and has a 66 lbs per bike capacity. It attaches to your e-bikes frames so if either of them have fenders this will prevent any damage. It has an integrated ramp that lets you easily roll heavy bikes onto the rack.
