Yes, the Westin E-Series Round Nerf Bars # 23-1325 that you referenced are priced as a pair and will fit your 2003 Ford F-250 or F-350 Super Duty providing it is the regular cab model.
If you have the crew cab model then you will need Westin # 23-1335 and if you have the supercab model then you can use Westin # 23-1315.
If you are interested, we also offer each of these three nerf bars in a stainless steel version. The regular cab is # 23-1320, crew cab is # 23-1330 and the supercab is # 23-1310.
