In order to set the new combination on your Master Lock Quantum Self-Coiling, Combination Cable Lock # 8122D, you will need to have first unlocked the lock by setting the combination to "0000", and removed the other end of the cable lock.
From here you would've turned the lock cylinder inside 90° clockwise, and set your new passcode ensuring that the new code lines up with the marks on the case.
With the new combination lined up, you'll turn the lock cylinder inside 90° counter-clockwise and you'll be good to go.
If you did all that correctly, then my guess is your new combination numbers were not lined up with the markings on the case, so what you can do is try unlocking the lock with the numbers that are above/below your set combo.
For instance, if you believe you set your combo to 2468, try entering 1357, or 3579 instead and see if that works. If that still doesn't work then your only real choice is to replace your cable lock # 8122D.
