love that i wouldnt have to weld in a receiver but am concerned about theft of the actual rack... any feedback on that appreciated.

The 24x60 etrailer Cargo Carrier for RV Bumper # e99049 is a bolt-on install which means you don't have to weld like you mentioned but if someone wanted to steal it and happened to have the correct size wrenches and time they could potentially take it. One solution would be to use a cable lock like the etrailer Cable Lock part # e98891 which you'd route around the rear bumper and then through the rails of the cargo carrier.
